Man wanted on multi-jurisdictional warrants arrested in downtown Kingston

The swift arrest of a man wanted on several arrest warrants drew a flurry of attention in downtown Kingston yesterday, but was carried out without incident, according to police.
Just before 3 p.m. on Wednesday, Sept. 11, 2024, Kingstonist received multiple inquiries about a large police presence in the area of Victoria and Concession Streets, just north of Princess Street. There, a handful of police vehicles had blocked in a Toyota, and multiple officers – some in uniform, others in plain clothes with police vests – quickly exited their vehicles with weapons drawn. The male driver of the Toyota was taken into custody within minutes, according to witnesses.
Kingstonist inquired with Kingston Police about the incident, and was told that the arrest involved the Repeat Offender Parole Enforcement (ROPE) Squad and the Ontario Provincial Police (OPP), though Kingston Police assisted.
Inquiries to the East Region OPP, the Lennox and Addington County OPP, and the Frontenac County OPP were met with little information, other than the arrest was under the direction of the ROPE Squad and further information was to come.
Just before 2 p.m. on Thursday, Sept. 12, 2024, the OPP East Region and the OPP-led ROPE Squad issued a press release advising that a male wanted on various warrants had been taken into custody in Kingston the day prior. According to police, the man was arrested on multi-jurisdictional warrants, and there were no injuries as a result of the “high-risk arrest” that occurred near the intersection of Victoria and Concession Streets in Kingston.
Prior to the arrest, the ROPE Squad had been “working closely” with the OPP Community Street Crime Unit, as well as the Lanark OPP Crime Unit, Grenville OPP Crime Unit, Smiths Falls Police Service, and Kingston Police Force to locate the wanted individual, 28-year-old Brett Harrigan of Drummond-North Elmsley Township in Lanark County.
The OPP said that multiple arrest warrants had been issued for Harrigan for charges that include but are not limited to:
- Sexual assault
- Two counts of assault with a weapon
- Assault causing bodily harm
- Uttering threats to cause death or bodily harm
- Dangerous operation of a motor vehicle
- Mischief under $5,000
According to Police, Harrigan was held in custody to attend a bail hearing in Brockville today, Thursday, Sept. 12, 2024. The OPP did not disclose the results of that hearing.
