Here’s what happened at the Tuesday, Nov. 5 meeting of Mississippi Mills council

The Municipality of Mississippi Mills held their regular council meeting on the evening of Tuesday, Nov. 5. Here’s a look at what happened, as provided by the municipality.
As we mark National Veterans’ Week (November 5-11, 2024), last night’s Council meeting opened with a video presentation from the National Veterans’ Week Speakers Program. This program raises awareness and appreciation of veterans and current service members and offers the opportunity to inspire younger generations to serve. Flags at municipal facilities will be lowered to recognize Indigenous Veterans Day on November 8 and Remembrance Day on November 11.

Three public meetings were held on planning-related matters. The first pertained to a Zoning By-law Amendment for 7317 and 7307 County Road 29, to add ‘restaurant’ as an additional permitted use to the site-specific Rural Commercial Special Exception Zone. The property at 7317 County Road 29 was previously an automobile dealership, and 7307 County Road 29 is currently vacant and used as outdoor storage.
The second public meeting considered a Zoning By-law Amendment for 420 McIntosh Way, required as a condition of a related consent application to sever a 1.49-hectare lot from 1903 Ramsay Concession 3B and add it as a lot addition to 420 McIntosh Way.
The final public meeting, a Zoning By-law Amendment for 125-129 Bridge Street, is a condition for a related consent application, which will create one new vacant lot for the future development of a triplex. These three matters will come before a future Council meeting for consideration.
Council awarded the contract for Phase 1 of the Municipal Space Needs Assessment to Accent Building Sciences in the amount of $129,885. The need for an assessment was identified by Council as part of their Strategic Plan. It includes a three-phase approach, with Phase 1 focusing on data collection, building condition assessments, and a Facility Condition Index. This phase will provide critical baseline information about municipal facilities to support operational decisions and planning.
A Notice of Motion from Councillor Jane Torrance was approved by Council, directing staff to engage in further discussion with the developer of the Brown Lands Subdivision regarding a signalized intersection at County Road 29. This would facilitate safe entry and exit from the proposed development.
Council endorsed the illumination of Almonte Old Town Hall and the Falls in green on Wednesday, November 6, to mark Show Your 4-H Colours Day. Established in 2007, this annual celebration spreads awareness of 4-H and the positive impacts of the program.
Committee of the Whole also heard the following items, which will be brought forward for approval at a future Council meeting:
- Updates to the Recruitment, Selection, and Hiring Policy and approval of the new Conflict in Hiring Policy.
- Authorization of a new service agreement with the Ontario Clean Water Agency for the management, operations, and maintenance of the Mississippi Mills water and wastewater treatment facilities and associated pump stations.
