Lanark OPP have issued a warning to the public regarding an individual in the Carleton Place area who is considered to be a public safety risk.

Police say in a social media post that on Friday, Feb. 14, police was made aware of an individual making threats toward children. While no specific children were targeted, the investigation determined that threats were directed toward children, aged two and three, across Lanark County.

On Saturday, Feb. 15, Isaac Sebastien Dion, 24, was arrested and charged with:

  • Uttering threats to cause death or bodily harm
  • Make, print, publish or possess child pornography for the purpose of publication
  • Access child pornography

Charges have not been proven in court.

Police say Dion was initially remanded into custody following a bail hearing; however, on Wednesday, May 21, he was released from custody following an appearance before the Superior Court of Justice in Perth.

“The OPP wants to assure everyone that public safety is paramount, and all threats are taken seriously,” police say. “We are releasing the individual’s name, description and photograph out of an abundance of caution.”

Dion is described as white, about 5’6 with a medium build and brown hair and eyes.

“If you see this individual near any locations where young children are present, call 9-1-1 immediately,” police say. “Do not attempt to approach or intervene on your own.”
