Utility upgrade work planned for Mississippi Shores subdivision in Carleton Place

Residents along O’Donovan Drive in the Mississippi Shores subdivision in Carleton Place are being advised of upcoming construction work tied to underground utility upgrades servicing a nearby apartment development.
According to a notice from Town of Carleton Place, Thomas Cavanagh Construction Ltd. will begin work on Thursday, May 14, 2026 within the municipal right-of-way in front of properties on O’Donovan Drive.
The project involves utility infrastructure upgrades connected to an apartment block located on the west side of the roadway and may include shallow excavations within portions of residential front lawns.
According to town officials, construction is expected to take approximately three to four weeks for excavation and utility installation, followed by an estimated additional three weeks of restoration work.
The work will generally occur from Monday to Friday between 7 a.m. and 5 p.m and while most driveway access is expected to remain available throughout the project, residents may experience short-term disruptions near active work areas.
Two-way traffic is expected to be maintained for most of the construction period, though temporary single-lane traffic restrictions may occasionally be implemented.
A full-day road closure is also anticipated at one stage of the project to complete a road crossing and detour signage and traffic control measures will be put in place during the closure.
The town reiterated that all disturbed areas will be restored to “pre-construction condition or better” once the work is complete, including replacement of topsoil and grass seed in affected lawn areas.
Residents with questions or concerns about the project are encouraged to contact project representatives from Thomas Cavanagh Construction Ltd. at bhoule@thomascavanagh.ca or Cavanagh Developments at JHewson@thomascavanagh.ca.
